The 24 and 3 hour rule

Parking lots and the lights nobody reports
A dead light in a unit gets reported fast, because it is somebody's living room or somebody's office. A dead light in the parking lot rarely gets reported at all, even though it is often the more serious problem, since it sits outside on a property the manager is responsible for keeping safe after dark.

Upgrades between tenancies
